Most Americans hold a healthy distrust of government.   Erie holds high debt and has recently endured a significant financial loss.  Since the insurance company had denied coverage of $850,000 lost to a phishing scam, I would expect the town board to forego or delay some planned spending.  In our household, we occasionally adjust our budget to deal with a large, unforeseen expenses.  This board keeps on spending, even when the town staff advises the spending could be delayed.
